I appreciate that the discription of QA/QC presented is used in many industries but I will suggest that it is at odds with the provisions in the IBC. The IBC uses the term Quality Assurance to discribe the tests and inspections performed by the Owner and building official to assure that the work complies with the construction documents.

The IBC does not use the term Quality Control althought AISC 360 and other reference standards uses Quality Control to refer to tests and inspections performed by the contractor.
